I am proud to be part of the UniqueSource team and partner with our Members to deliver the excellent products and services that are produced and facilitated by Pennsylvanians with disabilities. I am a Central PA native and a graduate of Elizabethtown College with over 20 years of professional experience leading business operations, strategic projects, client service delivery, and technology teams. My role is to support our operation, promoting our ability to deliver effectively, efficiently and according to our high expectations for quality.

As EVP of Operations, I oversee the Photo Licensing team, our IT/IS department, and our Member Relations, while also serving as a member of the Executive Team to guide our strategic direction. I have progressed through a variety of roles in the organization to learn the depth and breadth of the operation prior to accepting the opportunity to serve in my current position. I am proud to serve with our dedicated and talented team to carry out this mission and deliver excellent service to our customers.

Mindy Dowling
Vice President, State Manager Photo Licensing

It has always been important for me to make a meaningful impact in the work that I do which is why I am proud to be part of the UniqueSource team supporting our mission to create employment opportunities for professionals with disabilities. I came to UniqueSource with 23 years of professional experience in Leadership, Strategic planning, Operations, Accounting, Analytics, Process Improvement, and Asset Protection.  My role within the organization is to oversee our Pennsylvania Photo Licensing Program under contract with the Commonwealth of Pennsylvania.  We are responsible for the execution of the program’s credential issuance services, Facilities Management, Field Operations, Lease negotiations, and service level expectations all while partnering with member agencies to place individuals in jobs at over 100 Photo License centers across PA. At UniqueSource, we as an executive team support autonomy, purpose, and growth and I will continue to help develop and guide our strategic direction.

John Insley
Vice President of Finance

John joined UniqueSource in May 2022 as the Vice President of Finance.  He was born and raised in the Harrisburg area and has lived in Pennsylvania his entire life.  John is a graduate of Elizabethtown College, where he earned a bachelor’s degree in accounting. He is a CPA and has over 40 years of experience working in public accounting and for-profit companies.  His diverse background includes all aspects of accounting, financial reporting, system and process improvement, and software implementations.  In his most recent position, John spent 19 years as the Director of Corporate Accounting for a family-owned manufacturer and distributor of carbonated soft drinks.

Joe Ostrander
Director of Communications & Marketing

Joe joined UniqueSource in March of 2022 bringing a breadth of experience that includes strategic communications, marketing, public relations, digital content management, membership relations, promotions, and special event planning. Prior to UniqueSource, Joe worked for national advocacy and training organization where he spearheaded public awareness and branding campaigns. He has also provided leadership and support of government relations activities, including passage of statewide housing reform legislation. He has experience in Association and member management, working for several trade associations and was an active member of the American Society for Association Executives, co-chairing the communications committee. There is newspaper and radio journalism experience in his background too. He holds a BA in Communications/Public Relations from Kutztown University and an MA in Corporate Communications from Duquesne University. He considers himself a champion of social justice issues, particularly for marginalized communities.

Jacqueline Williams
Vice President of Human Resources & Compliance

It has always been my passion to support mission-driven organizations and workplace cultures where human resources and compliance is engaging and accessible to its greatest partners – Its People. I am honored to be a part of the UniqueSource team leading human resources, compliance, facilities, and administrative services in support of UniqueSource’s strategic priorities and its mission. I joined UniqueSource in January 2021 and currently serve as the Vice President of Human Resources and Compliance. I have more than 20 years of strategic and operational experience in human resources, risk management, facilities, and administrative services for non-profit and for-profit organizations. I earned a bachelor’s degree in business administration with human resources focus (summa cum laude) from Elizabethtown College and a master’s degree in human resources management (summa cum laude) from Saint Francis University. I am the current Chapter President and Board Chair of the Human Resource Professionals of Central Pennsylvania (HRP of CPA ), a Society for Human Resources Management (SHRM) affiliate. I also serve on the Board of Directors of the Gamut Theater in our local community.
